What Other Countries Can Teach Us About Falling Birth Rates

Australia is heading toward a demographic milestone that would have seemed unthinkable a few decades ago. By the 2060s, the country is projected to record more deaths than births, a shift that would put natural population growth into reverse. The trend is not unique to Australia. Nations across Europe and Asia have been wrestling with the same problem for years, and their experiences offer a mix of cautionary tales and modest successes.

Japan stands out as an early case study. Despite decades of government programs, subsidies, and public campaigns, its fertility rate has stayed well below replacement level. South Korea has spent enormous sums on child allowances and housing support, yet its birth rate remains among the lowest in the world. These examples suggest that money alone rarely changes the decision to have children.

Countries such as France and Sweden have fared somewhat better. Their approach combines affordable childcare, generous parental leave, and policies that make it easier for women to stay in the workforce. Fertility rates there are still below replacement, but they have not collapsed in the same way.

Demographers point out that birth rates tend to track broader social conditions: housing costs, job security, gender roles, and the simple question of whether young adults feel optimistic about the future. Governments can ease some of these pressures, but they cannot dictate personal choices. For Australia, the lesson may be that policy can soften the decline, not reverse it.
